Bush signs fast track legislation

WASHINGTON-President George W. Bush signed legislation on Tuesday that will allow his administration to negotiate trade deals that can only be approved or rejected, but not changed, by Congress.

Trade Promotion Authority, also known as fast track, was used by Presidents Gerald Ford, Jimmy Carter, Ronald Reagan, George Bush and Bill Clinton. The authority expired in 1994 and Congress did not approve it until Aug. 1 when the Senate finally passed the legislation.
