Brazil’s 4G spectrum auction that was expected to happen in April, might not take place before May. Brazilian communications minister Paulo Bernado said during last week’s Campus Party technology event in Brazil, that the auction’s framework may be published on April 16 and then the Ministry has 30 days to set the bidding. The framework has been under public consultation since Anatel’s board of directors approved the draft.
The auction of radio frequency in the 451 MHz to 458 MHz band; 461 MHz to 468 MHz band and 2.5 GHz to 2690 MHz band was expected to be held by April 30, pursuant to a decree passed last June.
The radio frequencies are to be used to expand access to fourth-generation, mobile broadband technologies. The spectrum and resulting networks also might address demand from major sporting events to be held in Brazil (World Cup Confederations in 2013, 2014 World Cup and Olympic Games in 2016).

Bernardo has also commented on the Brazilian carrier Oi’s request on the removal of the quality of service goals for telecommunication and broadband services. Oi wants to invalidate the recently approved measure. Brazilian telecom agency Anatel has opened a public consult, but during the Campus Party event, Bernardo criticized Oi’s position citing it is “totally wrong.”
Bernardo noted that the quality service level was a direct demand of President Dilma Rousseff when discussing the National Broadband Plan (PNBL).
