ANNAPOLIS, Md.-Maryland Gov. Parris Glendening signed legislation to strengthen the hand of law enforcement officials in cracking down on wireless telephone fraud by clarifying that it is a crime to possess, use or distribute a cloned phone.
The new law will take effect on October 1.
