Chinese value-added telecom services open to foreigners

BEIJING-A senior official from the Ministry of Information Industry (MII) confirmed that, according to the recently published Telecommunications Regulations, foreign capital can now enter the value-added telecom business. Firms that want to conduct business in two or more municipalities, provinces and autonomous regions must get licenses from MII, while others should apply for licenses from local telecommunications authorities, which must conduct an examination within 60 days of receipt of an application and make a decision regarding approval according to the regulations.
