CHICAGO—Verizon Wireless launched Phase II E-911 network capabilities in Cook County, Ill., enabling emergency dispatchers to receive detailed information on the location and wireless phone number of someone making a 911 call. Verizon Wireless said the Phase II system allows dispatchers to estimate a caller’s location within 100 meters 67 percent of the time and up to 300 meters 95 percent of the time.
