SAN DIEGO—Leap Wireless International Inc. signed a definitive agreement with AT&T Wireless PCS L.L.C. to exchange six licenses in Lakeland, Fla., and portions of other spectrum in Pueblo, Colo., and Salem, Ore., covering 1.6 million potential customers in five states for a 10-megahertz license in Rochester, N.Y.
Leap also signed a definitive agreement with Skagit Wireless L.L.C. to sell four licenses covering approximately 633,000 potential customers for an undisclosed amount.
