LITTLE ROCK, Ark.-Alltel Corp. reported it was in the process of cutting its work force by 400 employees through layoffs and early retirement. The cuts come just after the company reported a drop in fourth-quarter earnings to $195 million, down from $206 million during the fourth quarter of 1999.
