FCC examines licensing bureau

WASHINGTON-A working group of the Federal Communications Commission currently is devising a plan that would create a new licensing bureau within the FCC by combining the licensing functions of all the current bureaus, said FCC Chairman William Kennard on Wednesday.

“It is part and parcel of my vision that we need to reorganize the FCC along functional lines … in most of our bureaus there are licensing functions going on,” Kennard said noting that that makes it even more complicated when the FCC must give permission to transfer those licenses during a merger. Approval of license transfers is considered a vital step in mergers between communications companies.
