WASHINGTON-The Federal Communications Commission late last week announced that the 
first chief of the Wireless Telecommunications Bureau is leaving to run the Washington office of Dell Computer. 
Regina M. Keeney’s last day at the FCC will be March 5.
Keeney joined the FCC more than four years ago as chief 
of the then-new wireless bureau. During her tenure as WTB chief, the FCC conducted the first spectrum auction, 
generating more than $7 billion for the U.S. Treasury.
In 1995, Keeney was appointed chief of the FCC’s Common 
Carrier Bureau. She led the common carrier bureau during the implementation phase of the Telecommunications Act of 
1996. “The Supreme Court’s (recent) ruling upholding the (FCC’s) interconnection decision is the highest 
endorsement possible of Gina’s work … Gina’s contributions to the (FCC) will continue to benefit consumers for years 
to come,” said FCC Chairman William Kennard.
Keeney’s most recent FCC position was chief of the FCC’s 
International Bureau.
Before joining the FCC in 1994, Keeney served as the senior republican counsel for 
communications to the Senate Commerce Committee. She is a graduate of Harvard Law School and Georgetown 
University.
