Ron Boillat is now vice president of sales and Lee Sarbo has been named director of sales for the Eastern region at Frontier Cellular, the wireless subsidiary of Frontier Corp. Boillat joined Frontier in April 1995 with 14 years experience in the telecommunications industry. In addition to his current responsibility for New York sales in the Rochester and Buffalo regions, his territory has been expanded to include Syracuse, Binghamton, Utica/Rome and Watertown.

In her new position, Sarbo will be responsible for all direct and retail sales, sales distribution, market penetration and customer retention in the Eastern and Adirondack regions. Prior to joining Frontier, Sarbo was general manager for Cellular One with responsibility for its Albany, N.Y., region.

CellStar Corp. announced Gerard Howe is now the company’s vice president and chief financial officer. Howe comes to CellStar from SBC Communications, formerly Southwestern Bell, where he served as vice president and chief financial officer of SBC Cablecomms, a partnership between SBC and Cox Communications that provides cable television and basic telecommunications service to 1.4 million households in the United Kingdom.

Lucent Technologies appointed David C.W. Rogers president of the company’s Network Systems business in the European, Middle Eastern and African regions. Arthur Medeiros, Jr. will be president of Lucent’s Caribbean and Latin America region.

Rogers will be responsible for all sales, marketing, operations and new business opportunities in Europe, the Middle East and Africa. Prior to joining Lucent, Rogers was chief executive officer of Amstrad Plc, a consumer electronics business in the United Kingdom.

Medeiros will lead sales, marketing, operations and new business efforts throughout the Caribbean and Latin America. Medeiros previously served as executive vice president at Nortel Corp.

xyPoint Corp. announced it has named former AT&T Wireless Services Inc. executive Kenneth Arneson president and chief executive officer. Arneson is the former vice president of business development for the messaging division of AT&T Wireless, where he spent nearly nine years.

C. Jackson Pfeffer has been named vice president and director of business development at The PCS Group. Pfeffer has more than 10 years experience in the communications field, most recently serving as vice president and a member of the board of directors of Impulse Telecommunications Corp. in Dallas, Texas. While at Impulse, Pfeffer was responsible for structure and investment management of Impulse PCS, an investment established to participate in the Federal Communications Commission’s C-block auction for personal communications services spectrum.
