Peru to start national fiber optic backbone project

Peru’s telecommunications investment agency, Osiptel, has proposed a measure to promote broadband development and the construction of a national fiber optic backbone. It aims to provide high-speed Internet access to a greater portion of the country’s population.

Osiptel has been working since 2010 on the national broadband plan. The agency’s role is to oversee the implementation and operation of the fiber optic backbone, ensuring competition takes place so that equal access is provided.

Also, Osiptel will ensure that tariff criteria is applicable to operators’ networks, determine the technical features of Internet broadband connections, monitors the market and sanctions anti-competitive practices or the failures to seek the goals proposed by the state.

Osiptel will also ensure net neutrality standards are met, with the agency stating Internet access providers cannot arbitrarily block, interfere with, discriminate against or restrict the right of any user to use any application, regardless of origin, destination, nature or property.

The next steps include developing the act and proposing regulations.
