IRIS² takes shape as Europe puts €15.6bn satellite plan into orbit

Europe’s €15.6bn IRIS² initiative is moving from sovereign-connectivity ambition to hardware, with hundreds of LEO and MEO satellites, billions in industrial contracts and a separate Low-LEO pipeline taking shape.

In sum – what to know:

Industrial winners – Airbus, Aerospacelab, Thales Alenia Space, and OHB are building the core constellation, while Eutelsat leads LEO, SES leads MEO, and Hispasat takes the ground segment.

Starlink counterpoint – IRIS² is not designed as a rival to Starlink, but as sovereign infrastructure for secure government, defense, and emergency comms – to be launched on European rockets.

Experimental layer – ESA has signed 18 consolidation contracts worth around €20m with nearly 80 companies, testing potential D2D, IoT, drone, and other services ahead of a 2027-29 implementation.

An update, here, on the €15.6 billion IRIS² initiative, Europe’s grand satellite counter-siege to the mostly-US bid for planetary rule of the skies. It follows after the European Commission (EC) and the private SpaceRISE consortium – led by SES, supported by Eutelsat and Hispasat – signed a new schedule on August 7 to expedite the phased launch of 330 LEO satellites and 18 MEO satellites to 2029. IRIS² is the EU’s sovereign satellite comms infrastructure project. Its pitch – secure comms for defense, security, emergency services – is to provide auxiliary critical services, rather than compete with terrestrial networks for mainline consumer and enterprise traffic. 

The obvious reference is Starlink, of course, whose 10,000-odd satellite network is operational at global scale, and which claims around 12 million users. Its parent, SpaceX, is madly ambitious, also: a single vertically-integrated space company with reach into terrestrial compute, frontier AI, satellite comms, and, most crucially, rocket ships – with logical capacity to carry Europe’s counter-charge into space. Except, the IRIS² plan explicitly states it will be “launched by European rockets”, in keeping with its mission for strategic-autonomy – rather than on Falcon 9, despite the capacity and cost advantages. The likely workhorse is Ariane 6, Europe’s new heavy-lift rocket.

Ariane 6 is developed by ArianeGroup for the European Space Agency (ESA), and operated by Arianespace. As above, IRIS² is not really Europe’s bid to reproduce a Starlink-style consumer network – the region just does not want to rely on the likes of Elon Musk for its critical comms. Still, the comparison is unavoidable. Europe is spending €15.6 billion to build its own space infrastructure when a single US company has a huge head start. But IRIS² is go, and expanding. There has been a wave of announcements over the last couple of weeks, peaking over the last couple of days – latterly in a missive from the ESA, just yesterday (September 17). The flurry spans two tracks. 

The core IRIS² constellation is moving to full-scale implementation – per the August 7 deal to expand to 348 satellites, plus to set about the ground infrastructure. The major industrial contracts for the core IRIS² constellation have gone to European space giant Airbus, Belgian venture-backed satellite manufacturer Aerospacelab, Franco-Italian (Thales-Leonardo) joint venture Thales Alenia Space, and German satellite manufacturer OHB. The division of labour is fairly straightforward: Airbus is building platforms for the first 66 (Layer One, to launch in 2029) LEO satellites; Aerospacelab is doing the same for the second 264 (Layer Two, to launch in 2030).

Aerospacelab describes the award as IRIS²’s “largest satellite-manufacturing mandate” and says its so-called ‘megafactory’ was built for programmes of this scale. Eutelsat is also buying 229 additional OneWeb satellites from Airbus as a bridge until IRIS² reaches full commercial availability – a separate procurement, but an interesting indication of the gap between Europe’s existing satellite infrastructure and the new system.

Thales Alenia Space is supplying the governmental comms payloads across all 330 LEO satellites. Eutelsat leads the LEO segment. OHB is building the platforms for all 18 MEO satellites, under a contract with SES, which leads the MEO segment for SpaceRISE. This 348-satellite system is the operational baseline, as it stands. The news from ESA, overseeing development and validation work with SpaceRISE, concerns a separate ‘low-LEO’ evolution track. ESA said a total of 18 separate ‘low-LEO’ projects have been signed – with 80-odd companies, worth around €20 million. Most of the firms involved have made their own IRIS² announcements – hence the rush of PR activity. 

Low-LEO is envisaged as part of the LEO layer, with 338 satellites across high-LEO and low-LEO. 

The Spanish Space Agency, also yesterday, named 17 of the projects, plus the industrial supply contracts for them, signed at ESA’s astronomy centre (ESAC) in Madrid – plus also (as the 18th) the formal induction of Spanish satellite operator Hispasat as ‘industrial architect’, essentially system integrator, for the low-LEO part. Hispasat is also the prime contractor for the ground segment (antennas, control systems, terrestrial integration) of the core IRIS² project. The low-LEO scheme works like a de-risked innovation pipeline, operating at less than 750 kilometres, so Europe can test D2D, IoT, and drone, and quantum comms for aviation, maritime, and other sectors.

ESA calls the deals “consolidation contracts”. As such, they are not research studies, but geared to identify services and concepts to go into orbit. The low-LEO implementation phase (missions in orbit, with results potentially feeding into future iterations of IRIS²) is planned for 2027-29. The suppliers across the 17 projects are: Arquimea (PELICAN), Creotech (SOBIESKI), CybExer (E2E Space Cyber Range), EDGX (FORAID), FREEZ (FRIISAT), GMV (ARGUS), Indra (ATLAS, SELENE), Kinéis (ALCYON), OHB Italia (POSSEIDON), Sateliot (RESCUE-NET), SENER (AERIS, QUANTARIS), SpaceLocker (LYRA), Thales Alenia Space (NEXT GEN D2D, OLIMPOS), and TNO (LASERDART).

How the money works. The original IRIS² agreement in 2024 allocated €6 billion from the EU, more than €4 billion from the private sector, and €550 million from ESA over the course of 12 years. ESA also has a separate contract with SpaceRISE related to secure connectivity, through which it is also funding and supervising technology and service evolution around IRIS². The new low-LEO work is part of this. Aerospacelab has the biggest (disclosed) supply contract: €2.4 billion for 264 LEO satellites. Thales Alenia Space has an initial €500 million tranche for the governmental payloads across all 330 LEO satellites – from a wider IRIS² contract expected to exceed €3 billion. 

OHB has a €1 billion deal for the 18 MEO satellite platforms. Hispasat’s contract for the core ground segment is worth more than €1.6 billion. Airbus has not disclosed the value of its contract for the first 66 LEO satellite platforms. The project’s total estimated cost and investment value stands at €15.6 billion (roughly $18 billion).
