PALO ALTO, Calif.-Hewlett-Packard Co. said it plans to develop an e-services infrastructure for small businesses, Web portals and wireless carriers, in conjunction with Woosh Inc., an Internet technology and infrastructure firm.

The initial step of the relationship has HP contributing $20 million in debt financing to Woosh to help fund the creation of the Web-accessible, always-on system.
